Streetscape Plan
Libby Main Street Program and the City of
Libby have finalized a Downtown Revitalization Strategy and Mineral
Avenue Streetscape Master Plan. LRI secured consultant services from
CTA Landworks, The Hingston Roach Group and Welch Comer Engineers to
lead the community in an analysis of economic development strengths
and challenges, opportunities for Downtown Libby, and actions to
accomplish project goals. As a result, Downtown Libby now has a
detailed blueprint for specific revitalization actions and a concept
plan for Mineral Avenue, including design concepts, priorities, a
timeline, responsibilities, budget, and sources of funding to pay
for it.
The Master Plan is designed to be market-driven -- the
actions were developed to respond to Libby's changing economy and
market conditions, to enhance the Downtown district to be more
customer-friendly, and to fulfill its role as the social, cultural,
civic, financial and commercial center of the community.
The final Master Plan files are linked below, for community members
to review and comment. The following is a summary of the content of
each file:

Situation Assessment: Socio-Economic Trends, Business Inventory,
Industry Trends, Tourism Trends, Downtown's Strengths & Weaknesses,
LRI Organization Information
·Chapters 3 & 4:
Downtown Libby Vision, Goals, Target Markets, Actions to Achieve
Goals, including responsibility and resources to accomplish each
action
·Chapter 5:
Implementation: Partners and their roles, implementation timeline,
priority, responsibilities for each action, streetscape improvement
budget, sources of local/state/federal funds to pay for
improvements, and next steps
·Appendices:
Streetscape Concept Plan graphics, Design Charette results, Budget
details
Active community participation in the process included public
meetings, a streetscape design charette (workshop), meetings with
various community groups, and one-on-one interviews with more than
60 residents and business owners. The final Master Plan document
will guide future economic and business improvements in Downtown
Libby.
